um... duh... line 5 of the php_info()

Configuration File (php.ini) Path C:\WINDOWS\php.ini. Isn't this
supposed to be c:\PHP\php.ini? (I had it in c:\PHP)

Where does PHP look for this by default? Where do I configure this?
