Some people access the web with mobile devices (smart phones, PDA, etc.)
.. Many people do not necessarly have a workarea for applications which
will host well a 720x520 window. In my case, such window would be
resized by correction error mechanism included in Firefox and Mozilla
Seamonkey.
What is really the important issue on the web is to create webpages
which will be scalable (and interoperable) regardless of the software,
device, screen being used to access your page. The scalability property
(also called fluidity and flexibility: fluid design, flexible design) is
a factor that helps making a page reach a wider audience.
I also want the page to be in the middle

What about the users' preferences? Don't they have something to say
regarding your positions and dimensions requests?
