I can't necessarily help you with your problem, but the above statement is
INCORRECT.
If the user chooses to install some kind of XML program, and configure
their browser to handle it, it will NOT force a download.
They could even ask the browser to display it as plain text, if they
wanted to.
If you want to force a download, use Content-type: application/octet-stream
