I consider "off topic" something that a participant can share with the
public that has happened to or affected him/her personally (in the
daily life), and something that is NOT commercially oriented.

SPAM is luncheon meat from Hormel, while "spam" (all lower-case
letters, unless when at the beginning of a sentence) is a reference to
(usually massive) unsolicited commercial messages via electronic means
(not just limited to e-mail).
Providing a link in your signature is separate from the rest of the
posting, while spamming occurs when the sole purpose of your entire
message is to promote your product/service or website.

We never said we wanted a _moderated_ group. The FAQ is an established
charter that has been created by long-time posters of that newsgroup,
usually published on the newsgroup in question once a week or month for
the sake of newcomers, to provide a guideline on how to behave in the
newsgroup (basic Netiquette) and providing easy answers to frequently
asked questions.

Besides, creating a new newsgroup on Usenet requires support from
multiple ISPs (mainly, all the ones that provide access to Usenet).
