You are both right on the money. The content is 100% irrelevant.
Its the QUANTITY.
Doesn't matter if its on or off topic, offensive, for a good cause,
non-commercial, commercial, etc. No message in or of itself is SPAM.
The message "No it's not" repeated 100 tiems is a SPAM QUANTITY.
