The situation is outlined very clearly in my original posting.

Mr.Flavell seemed to get it. For clarification see his link:

When I view this in IE it restarts the background image every cell. In
Firefox it works properly. I haven't been able to find any properties
that achieve the desired effect for IE.

Looks like I am stuck with the "old school" hack of nest tables I
described.
