Lets say it is. Would it then require (to be strict) a frameset
dtd? Or shall we say it is but in this case it does not require
such a dtd. Would it be evil as several people including a
certain Queenslander would have it? Would it be evil at least in
a formal way?

Perhaps there is no real answer to these questions? O hell, let
me tell you a joke. It has to do with a thing being something or
not according to what it is or is not:

Jean-Paul Sartre is sitting at a French cafe, revising his draft
of Being and Nothingness. He says to the waitress, "I'd like a
cup of coffee, please, with no cream." The waitress replies,
"I'm sorry, monsieur, but we're out of cream. How about with no
milk?"
