It does not get into specifics because it is based on HTML 4.01. You
can use the specs at http://www.w3.org/TR/html401/index/elements.html.
For <cite>, it says, "Contains a citation or a reference to other sources."
For CSS, see http://www.w3.org/TR/CSS21/propidx.html.
IMO, religious fanaticism is bad.
