WMI is the preferred API for retrieving OS-level information:
http://www.microsoft.com/technet/scriptcenter/hubs/win2003.mspx
http://www.microsoft.com/technet/scriptcenter/scripts/os/version/default.mspx
http://www.microsoft.com/technet/scriptcenter/scripts/srvpacks/default.mspx
But this has nothing to do with MSSQL, so you'll probably get a better
answer in a Windows group.
