Hmm...

$str = ereg_replace('<(a[^>]*href=")http://[^#]*(#[^"]*")>', '<$1$2>', $str);

Completely untested and assumes lowercase tags and the use of double
quotes and that a single <a href> tag fits on a single line...

But it's a start.
