Have a look at Wordpress (http://wordpress.org/). I've been using it
at http://blog.chronofish.com and http://providencetri.com and I am
quite happy with it.

It's opensource and PHP based and has lots of places to add custom
hooks. It is extreamly skin-able and there are many custom skins
already made. I've taken some decent skins and added some additional
code to prevent spaming and to display attributes that I wanted to show
that the beyond what the skins did.

The code is a little confusing - but almost all of the "skinning" can
be done through CSS.

There are many add-ins including adding images from Fliker and other
photo-albums.
