No - its a programming language.

erm....PDf for documents, JPEG/GIF/PNG for images although soem image
types may be happier in a different format (e.g. TIFF for faxes).
Ogg/Mp3/Wav for audio....

Of course there's nothing to prevent you creating your own file format.

I guess it depends what you are trying to acheive.
