Because the first rule is always true -> the both url ends with .html

you must add 1 more check in the rewrite rule, such as

ps2(.*).html$ pdisplay.php?page=p2/ps2$1&type=htm
g2(.*).html$ gdisplay.php?page=g2/g2$1&type=htm
