To what does $_SERVER["DOCUMENT_ROOT"] translate? (should really be
$_SERVER['DOCUMENT_ROOT']

before the above require statement add the following to see...
echo $_SERVER['DOCUMENT_ROOT']."/config/db_config.php\n";
echo $_SERVER["DOCUMENT_ROOT"]."/config/db_config.php\n";
flush();
