How can i change the default server character set?

client=latin1
connection=utf8
database=latin1
results=latin1
server=latin1
system=utf8


i want all of theese to be latin2


with theese settings, when i create a database and set its character
set to 'latin2' i still cant see the characters i want
characters in question are croatian characters č, ć, ž, š, đ




server is ran under windows2000 server.
