Why overnight??? a programmer can work locally until the project is complete
and then load it onto the site without any loss of website up-time...

Also that fact that you are saying you need a PHP programmer for APACHE and
MYSQL doesn't make sense...

APACHE is a webserver
MySQL is a database - neither are written in PHP...

Finally you need to look at a project rate not an hourly rate... unless you
are looking to contract hire sombody into a fixed term contract... it is
usually better to hire programmers by the project and not the hour...

Once you have got some details I may be interested...
