After a very hasty look over the API documentation (Steve provided
the url for those who didn't find it), I guess you could use a combination of
transactionsearch api and gettransactiondetails api.
You could use any programming language you want but there are existing wrappers for the
used soap protocol for java, php and .net so it would be easier to use some of them.
