Yes, upgrade to an NT-based or UNIX-like operating system such as Linux
or one of the free BSD systems. Apache doesn't run so-very-nicely on
Win9x systems, and the Apache HTTPD project people have this to say on
their Windows page:

"Apache 1.3 is designed to run on Windows NT 4.0 and Windows 2000. The
binary installer will only work with the x86 family of processors, such
as Intel's. Apache may also run on Windows 95 and 98, but these have not
been tested. In all cases TCP/IP networking must be installed."

I've tried setting it up for someone else in the past and it didn't work
out so well. They've since moved to using Linux as their testbed. I
use a multi-server testbed with Windows XP running Apache, PHP 5, MySQL
5.0.15, and PostgreSQL 8.1 on one, and Linux with the same software on
the other. Works wonderfully well. And on the Windows XP box, I have
Eclipse setup, which I use for my PHP coding.
