I can't find that stated in the w3.org XHTML 1.1 specs.
XHTML 1.0 says,

Further, the changes from XHTML 1.0 to 1.1
<http://www.w3.org/TR/xhtml11/changes.html> doesn't declare a change in
mime-type recommendations.
