you can most certanly do this in php. if you know how to do this in
c/c++, conceptually, it would be the same thing, you just must adapt to
the php language.

for such basic stuff as you're looking to do, you won't have any
performance issues using php over c/c++

you'll want to read up on how to query a mysql database in php
(http://www.php.net/manual/en/function.msql-query.php ,
http://www.php.net/manual/en/function.msql-fetch-array.php and related)

as far computing statistical data, php has all the math functions you'll
need (http://www.php.net/manual/en/ref.math.php)
