GPL does not say that. You must be confused.
What GPL says is that you must distribute the source code of a project
based on another that is GPL, if and only if you are asked to do so and
still you have some time to do so .
Anyway, PHP is not GPL. Even MySQL GPL libraries has an exception for
PHP applications. So forget GPL, it does not concern PHP projects.
