Is it yours? Upload it to an appropriate directory and put the correct
markup in your page, like (example):

upload to wwwroot/attachments/myfile.pdf
link as <a href="/attachments/myfile.pdf" title="Myfile (PDF; size:
108kB)">Myfile</a>
