$_SERVER["HTTP_ACCEPT_LANGUAGE"] sounds interesting. Is it the Windows
XP language settings in case the user is using Windows?

Our default is for our target users, mostly Germans. In case IP is not
German, we may show an English page. User my override this at any time
using the flags in the menu, this is stored in a cookie so he need not
do this setting more than once.
