If used for small images, like background images for menu's, this is
hardly noticable.

Which happens, how often? Yes, it does happen, but to me, that is of
little concern. If styles are switched off, user expects visually odd
pages, or s/he can expect them to render a bit differently then author
intended.

If javascript is nog switched on? Is that more likely that no css with
graphical browsers, or less? See, that 'best done with JavaScript' is
surely just in your opinion?
