For something as complex as what your friend wants to do, he would really
be better off hiring someone. There are several issues here:

Is your friend going to make the charts himself, and then post them, or is
this something that is done server side? If he is going to be using a
graphics program and then uploading the charts, that is going to be time
consuming. A better option would be to have the server do it from data in
a database or feed.

> Have an email list.

This involves a database, collecting the data, sending email, etc.

> Secure log-in

This should require https to be secure.

> take money online.

This requires a credit card gateway of some sort. There are many out
there, some more expensive than others, and some more difficult to
implement than others.

> Have people chat online.

This can be done server side or through java (not javascript). I'm sure
there are out of the box solutions for this.

As you can see there is a lot to be done, some of it pretty simple, and
some not.
