Not really. DIV and SPAN elements are supposed to be used when there are no
other _semantically_ suitable elements for the text (and task). HTML
elements also do have semantical meaning that many people seem to forget too
easily. They go on putting DIVs and SPANs here'n'there when there would be
more semantically correct elements to use. Proper way of using elements does
give document a structure and meaning through proper elements.

Reading specs can be very "not making sense" thing sometimes :D
