My guess is you'd want something a little more powerful than a
scripting language for OCR.

I went to a PHP conference where a group of programmers was doing OCR
with medical documents. They at first used a GNU OCR program. You may
be able to find such a probram and then run it via PHP.

However, the GNU program wasn't good enough for their needs (though it
may be acceptable for you) and so they paid for a proprietary app.
