Its all about what you require. If you only need a few pages that
information doesn't changed much or often then A CMS is not needed. But if
you require something more that needs information updated quite often then
a CMS is a good way to go.
I know of a project that is under development that is a CMS for all needs.
you don't even need to know programing languages at all as the site creates
pages using bbcode .... press a few buttons and page done! You can have
static or dynamic pages. But like i said its still under development.
