In theory you could, however your bank is likely to think your account
is being hacked, at least when you're testing your PHP script and
correcting the errors you will certainly encounter.

And even if you do get things up and running smoothly, your bank may
change something at their end, and you may end up doing an unexpected
transaction.

Here in the UK we can choose to pay the majority of our bills using
automated payment processes, such as Direct Debit and Standing Order.
Doesn't your bank offer similar services?

And you can also use MS Money, and probably other programs, to
communicate with accounts from some banks.
