I'm using Eclipse with PHPEclipse.
It is very good enviroment, and moreover its free.
It has almost all php programmer needs:
multiple projects, syntax colorizing, and some kind of intellisense.
However debugging need some effort to configure.
It is still being developed, so new functionality is available
almost every month.
And when you download proper plugins, you can use it to
manage mysql database, cvs repository, write js scripts and many many more.
