Do you mean the HTML 4.01 Recommendation?
If so, then there are several areas it falls down on -- proper support for
the ABBR and OBJECT elements; incorrect parsing (e.g. it will display
<HR/> incorrectly on an HTML 4.01 Transitional page); ignores the
Content-Script-Type and Content-Style-Type HTTP headers... and that's just
off the top of my head.
