PHP and MySQL would work fine for this.

Typically you will have one logon to the database which allows anyone to perform
any of the appropriate operations on the database. You may also have an admin
logon with additional options for your use.

Then in your PHP you allow people to update their own records but not anyone
else. Basically when something needs changing you display the current
information for that person (or a blank page for a new person) and let them fill
the info in. Then save the data with their id as the key. That way only they
can change the information.

But before you embark on this, do some searches on "SQL Injection" to understand
what can happen if you don't validate the information they input properly.
