To the OP:

Or use sqlite (if you're using PHP 5) or use flat comma separated files
and fgetcsv (or custom parsing if you don't want to use CSV files). You
could use an LDAP system. You could store the authenticated users in an
email inbox and read the emails using IMAP/POP3 then parse them (although
I'm now getting a bit silly).

There really is any great number of options, MySQL is a good/great
solution but far from the only one - the ways of storing the information
you need is only limited by your imagination.
