I was having the same problem on rhel4 so then I did a;

../configure --disable-all --prefix=/www --with-apxs2=/www/bin/apxs
--disable-cgi --enable-so

which worked.

So then I followed up with

../configure --with-curl [etc, etc, etc] --prefix=/www
--with-apxs2=/www/bin/apxs --disable-cgi --enable-so

just for the modules that I needed and it worked. I don't know if it
is a make file problem or something else.
