Make a test page, put it somewhere on the Internet, and provide a URL.

Yes, you can. You can replace frames with a server side include
,<!--#include file="menu.asp"-->. Very rarely are frames really
necessary. This problem would probably go away if the frames went away.

Does the javascript throw any errors?
Have you validated the HTML? Have you validated the CSS?
You might have to get Opera or Firefox, both of which can send rendered
source to the validators.
