Ugh, poor form in responding to myself but oh well...
I looked at an original php.ini (been ages since I have done that) and noticed that
docref_ext was .html by default. So, where I thought it meant default behavior, it
actually just meant... well... default.
Still does not matter whether or not you quote it. At least not on a WAMP setup.
