Well, I figured out part of it...

WHERE ("create-date" >
to_char(CONCAT(CONCAT(to_char("MONTH"(add_months("sysdate"(), - 1))),
'/8/'), LTRIM(to_char("YEAR"("sysdate"())),
' '))))

This whole nasty mess would give you 5/8/2006 if you ran it in June of
2006.

Now I have to figure out the other part of this mess is what the hell
happens when it's January :)
