People may attack me for saying this, but the best way to do this would
be to use frames ~ more specificaly, and iFrame. It's just an HTML
tag, which allows you to display another .html document inside the
current one being viewed. That way, you set the iFrame document to do
your repeated refreshing, while the rest of the page remains unchanged.
An added benefit, though minor, anyone who doesn't know about frames
will not be able to find the source code for your refreshing bit, so
it's hidden from a good percentage of the populace.
