Do a standard "flexible design" with CSS that's based around em lengths
rather than pixel lengths and it should all work out for you anyway.

It also depends on what languages you're dealing with. German text is
roughly 20% longer than English text (for typical captions on
application programs), so don't be surprised if text sizes vary -- be
generous in space allowed and watch out for overspills.

There's also a bunch of issues wiith encodings (IMHO just switch to
UTF-8 for everything). These aren't specifically CSS though, nor can
they be fixed by CSS alone. Alan Flavell and Jukka Korpela have some
good web pages up on these issues.

Bidirectional issues are surprisingly simply to support - CSS just does
all the hard stuff for you. Your biggest problem is usually getting
competent Arabic or Thai-speaking people for an office in another
country. Finding people who know the user's business application and
ideally some web coding knowledge is even harder.
