No doubt better methods but a quick thought
$fulllist = range(1, 12);
shuffle($fulllist);
$vetolist = array (2,3,7,8);
$alive = array_diff($fulllist, $vetolist);
foreach ($alive as $value) {
echo "$value, ";
}
