Thanks for the reply. But I think GIS is beyond the need for this purpose. I
don't want to plot points or regions on the globe. I just need to color in (on
the fly) predefined sections of an otherwise static image. The fact that it's a
map of political boundaries is essentially irrelevant.
I suppose that what I need is more like paint-by-numbers, or a coloring book.
