The comment inserted is in simplified Chinese. The ampersand hash codes are
representations of Chinese-Japanese-Korean, so called CJK characters. You
can read more about them in Ken Lunde's CJKV Information Processing.

As I can read some Chinese, let me translate that a bit.
"Enter the six number lottery; four chinese zodiac signs; odds and evens is
now made public"
Although the lottery refers to the Hong Kong "Mark Six" lottery, these games
seem to be played in China itself - offshore gambling. Apparently there are
49 unique numbers that can be selected, from which 6 are drawn plus a bonus
ball. With respect to the zodiac signs, there are 12 Chinese zodiac signs,
you'll have probably heard for the years, e.g. Year of the Horse, or Year of
the Dragon etc... The 49 numbers are divided by 12, so each zodiac sign
represents four different numbers, and the current zodiac sign will have the
extra one (as 4 x 12 = 48, and 48 + 1 = 49). So when you choose 4 zodiac
signs, you see which of the numbers drawn by the lottery is associated with
the signs. Finally, the odds or even numbers may have something to do with
the type of number given by the final bonus ball (it's a guess, as I've
never played it before, and haven't found any on-line Chinese documentation
which refers to it).
Basically, you've been spammed by someone.
