They can be both.

If you want an "interesting" means of navigating your site

Navigation system is another thing than the site map.
If the navigation system is both effective and visually interesting is
better.

Once you experiment a certain visual pattern for a page which is less
visited you can use it on other pages if you want to.

That would be valid in case the sitemap were not effective but it it is not
said that an innovative visual pattern must be ineffective.
