I'm unsure about your exact needs, but I hope this code helps:

if(preg_match_all('@<b>(.*)</b>.*<em>(.*)</em>@Ui', $text, $matches)>0){ 
	print_r($matches);

If keys don't matter, must ignore them: '@<b>.*</b>.*<em>(.*)</em>@Ui'
