FWIW, in my experience the practice of adding links to anchors further
down a page is not so bad in itself -- however it is often an indication
of something else wrong with the page.
If a page has a "contents" or "summary" section near the top with links
further down the page, it may be that the page is too long and the
information needs splitting up into smaller pages. (That said, if your
authoring tool allows it without too much effort, it may be a good idea to
*also* offer the article as one long page for people to download and save,
or to print from.)
If a page has lots of links going up and down between different sections,
then it may be that the information has been badly organised. Related
sections should be physically close to each other.
