Frameset is for frame documents only, where framedoc.html looks like:
<frameset ...>
<frame src="page.html">
<frame src="other.html">
</frameset>
Framedoc.html would use the Frameset DTD, page.html and other.html should
use Strict. New documents should use a Strict DTD.
