Giving it its own block element enclosure makes it easier to style in
exactly the way you want. You might not need a lot of styling.

HTML needs an element for a caption. (Other than the <caption> element in
tables, of course, which we're clearly not talking about here.)

It just depends on how you are using the data and how you want it to be
interpreted.
