It sounds like you're going to have to take a close look at their terms
and conditions. If their only role is to link you together with somone
who has a project and their responsibility stops their then you do owe
them money. If a part of their service is ensuring that you complete
the project and get paid then you don't owe them money. It comes down
to what you as a customer was promised and rather or not they fulfilled
that promise. Talk to the guy who had the project and ask is he was
charged anything and if so rather or not he paid. It sucks but if he
payed you may want to be prepared to do the same.
