not many people speak dutch. i had a friend in college who was dutch. i kept
asking if he'd teach me. he said not to waste my time...either learn german
or just speak english. ;^)
php 5.1.6 is latest, i believe.
i'd start with mysql which is free and good quality.
almost any operating system is fine to start off with. linux is good and i
bet you'll find lots of local support if you run into problems.
i'd also run apache as the web server software.
