Hello Paul,
Please download go-pear.php from http://go-pear.org.
And save file to new PEAR directory. ( can be located at your htdocs
you can move it ;) )
Install PEAR with calling it from your browser.
http://localhost/samplePEARDir/go-pear.php
If you have a problem with it you can write again ;)
